This involves mapping of key actors, interests, and relationships, including identification of key leaders (both formal and informal), links with local authorities and armed groups, social and political affiliations, and, where possible, track record of past performance.

This involves supporting partners in analyzing ways in which the local context including clan dynamics can affect humanitarian development actors and the implications for the whole programme.
